Elections in Kosovo: Lessons learned and further reforms

In the completion of its six months project of elections 2007 monitoring, on 03 March, Kosovo NGOs Coalition “Democracy in Action – Elections 2007” organize the conference titled “Elections in Kosovo: Lessons learned and further reforms”. Two publications prepared by KIPRED for “Democracy in Action – Elections 2007” will be presented in this conference:

1. Elections trends in Kosovo: The road ahead; and
2. Report on media monitoring during the pre elections campaign

Preliminary report on the course of electoral process of the second round of Mayoral elections

The second round of mayoral elections generally went properly. There were no irregularities of high extent to be able to influence final result.  Observers of ‘Democracy in Action’ have noticed several irregularities which were reported in the previous day that can be summarized as cases of ‘family voting’, cases when to a voter more than one ballot was issued, cases when polling station clerks influenced the voters to vote for a specific candidate, and similar irregularities..

Press release No.3 for the voting process in the second round of the lections for the municipal mayors

In the polling center located in the primary school ‘Zekeria Rexha’ (0205c), specifically in the polling station 8, family voting was noticed. At least four cases of voting for individuals that were not present have being reported. In these cases members of polling station commission have issue ballots to these multiple voters and gave them the possibility to sign near to the names of other voters.

Press release No.2 for the voting process in the second round of the lections for the municipal mayors

In the technical school ’28 Nwntori’ (1919e) in Prishtina, there was a tendency from one person to vote twice, but the same person has been stopped and later the voting went without difficulties. At 11:00 in the voting center at the Fakulteti Filologjik, (1906 polling station No.15) there was no official person near the voting box, though the rules oblige the officials to remain near the box.
