Press release No.2 for the voting process in the second round of the lections for the municipal mayors
Prishtina
In the technical school ’28 Nwntori’ (1919e) in Prishtina, there was a tendency from one person to vote twice, but the same person has been stopped and later the voting went without difficulties.
At 11:00 in the voting center at the Fakulteti Filologjik, (1906 polling station No.15) there was no official person near the voting box, though the rules oblige the officials to remain near the box.
In the voting center ‘Selman Riza’ (0901e) in Fushw Kosovo party representatives from PDK and AKR have been seen walking during the whole day inside the voting centers. Further more, in one of the polling stations within this center, the PDK observer has been giving out ballot papers to the voters and has encouraged them to vote for PDK. The same person, in few other cases has also helped the voters to fill the ballot papers.
From a number of the polling centers in Fushw Kosovo there were reports of extensive conditional voting
Peja
In Zllakuqan of Klina in the polling station no. 7 within the polling center no. 0804c, one person has voted for seven other persons. From the same place is being reported for a poor control of identification cards and also for the voters who have not been checked the finger ink.
Polling station in Gorazhdevac briefly after the opening in the morning was closed again.
Gjakova
In Carralluka of Malishevo (polling center 3036a, polling station no.1) there were fights among the voters, sympathizers of PDK from one side with the council members of the polling station who where from the same party on the other side. As a result the voting station was closed temporarily at 11:20 am. The same polling station was reopened at 12:20, after members of KPS intervened.
Mitrovica
The head of the PDK branch in Mitrovica, Ahmet Tmava has visited the polling center in the ‘Ismail Qemaili’ (1104b) and ‘Fazli Greiqevci’ (1103b) schools, greeting the members of the polling station councils in a manner that could be considered as propaganda for his political party.
In the Kushtovo polling station of Mitrovica (1122b/01), a KPS officer has voted and after the voting, he continued to stay for some time in the polling station, in objection with the rules governing the security forces that they come in the polling station only in the needed cases to establish order
There were reports and cases where persons even though belonging to the same family they needed to vote in different polling stations, cases in Prishtina and Klina. Also, in some polling stations in different regions (like in Ferizaj, Gjilan, Mitrovica) problems have been noted with the quality of ink being used for spraying the voters finger. The ink used in some cases was very easy to wash only with water, after washing the ink was not detectable by the UV light.
